Jim France became Executive Director of Siouxland Human Investment Partnership in January 2005. Previously, he was a Human Resources professional for nearly 25 years, working for Siouxland manufacturing companies.

 

Besides his human resource experience and expertise, he also has provided leadership and managed projects for the development of world class manufacturing and international quality assurance programs for his employers.

 

A graduate of Westmar College and the University of South Dakota, Jim holds an MBA degree in business and BA degrees in English and Speech/Theater. A resident of Siouxland since 1965, he has been actively involved with many area community organizations—Siouxland Chamber, Dakota Valley Business Council, United Way and Siouxland CARES.

Cheryl Engle is Office Manager and has been with Siouxland Human Investment Partnership since August of 2002. She was previously employed at Metz Baking Co. as a Human Resources Assistant and Accounting Clerk. Before that, Cheryl had been employed by Equifax, Inc. as an Investigative Reporter and Cargill, Inc. as an Accounting Clerk.

 

Cheryl, originally from Hinton, lived in Omaha, NE. for 10 years and West Des Moines, IA for five years before returning to the Sioux City area. She is married to Paul J. Engle and has four children, Tiffany, Cari, Paul Matthew and Andrew.

Nancy Keairns joined SHIP in September 2007. She has 22 years of administrative, office and accounting experience prior to joining the agency. While working, she also attended classes in accounting and bookkeeping at Western Iowa Tech Community College. At SHIP she is responsible for general administrative services including payroll, accounting, employee benefits, contract record keeping, and general clerical duties.

 

Lifelong residents of Sioux City, Nancy and her husband, Ken, are empty nesters. They have two daughters and four grandchildren. In her spare time she enjoys golf, working in the yard and playing with her two dogs.

Erin Binneboese

DCAT Contract Coordinator

Erin Binneboese is Dcat Contract Liaison for the Decategorizationa (Dcat) agencies in the 14 county service area of Northwest Iowa. Her responsibilities include contract origination, amendments, renewals, fund billing/accounting and reporting of performance measures and outcomes. She joined SHIP in November 2006.

 

Erin graduated from the University of Northern Iowa with a BA degree in Organizational Communication. 

 

Previously, she worked in the IT services industry and held other customer service oriented positions.

 

Originally from Sergeant Bluff, IA, Erin now resides in Hinton, IA with her husband Kris and two sons, Bode and Brooks.

Matt Ohman

Matt Ohman is a contract coordinator for Siouxland Human Investment Partnership; serving as Empowerment Coordinator for Woodbury County. His responsibilities include contract origination, amendments, renewals, fund billing/accounting and reporting of performance measures and outcomes.

 

Graduating from East High School, Matt is a lifelong Sioux City resident. He graduated from Morningside College in 2000 with a degree in mass communication and business. His previous six years of work experience has been as an account executive at Cable One Advertising.

 

Working at SHIP is enjoyable and satisfying because he is making a difference in young peoples' lives. He, his wife and two children, reside in Morningside and enjoy the quality-of-life the community offers.
