Siouxland Human Investment Partnership provides leadership, identifying and responding to community needs by advocating for and collaboratively supporting the delivery of health, human services, education, and public safety with positive community impact.


About Us

Siouxland Human Investment Partnership (SHIP) was formed in 1999 and incorporated as a 501c3 non-profit organization in 2000. SHIP was designated the Early Childhood Iowa Board for Woodbury County in 1999. Early Childhood Iowa (ECI) is the State of Iowa's early childhood initiative that was established through legislation in 1998. SHIP’s role as an ECI Board also gives it a quasi-governmental status. In 2011, SHIP reformed its Early Childhood system to include Ida County as well as Woodbury. SHIP is also the designated Decategorization (DCAT) Board for Woodbury County. DCAT is a collaborative child welfare and juvenile justice planning process. Both ECI and DCAT prioritize local decision-making - the SHIP Board of Directors is made up of stakeholders with expertise in early childhood, juvenile justice, and child welfare.

Although ECI and DCAT remain the lifeblood of the organization, SHIP has continued to evolve by applying for and successfully obtaining federal grants from the Department of Education, the Department of Labor, the Department of Justice, and the Substance Abuse And Mental Health Services Administration (SAMHSA). SHIP began providing its own direct services in 2007 when it became the umbrella organization for Sioux City’s before, afterschool and summer program, Beyond the Bell.

As the organization has grown, SHIP has evolved to position itself as an entity that is capable of facilitating community collaboration around needs and gaps in services. SHIP is continuously looking for new opportunities that fit into its scope of pre-birth to death.

SHIP’s role is an advocate for the community to partner and achieve positive community impact:

  • Increase awareness, listen, educate, engage and elevate

  • Guide creative collaborative partnerships, building connections and pathways forward

  • Attract multiple funding opportunities to leverage community resources, fostering positive change(s)

  • Ensure the delivery of sustainable quality programs and services for those served

  • Provide Employer of Record services to organizations that need assistance providing benefits, payroll and human resources to employees.*

  • Provide Fiscal Agent services to organizations that need assistance administering grants or other funding.*
